Council Tax in Turkey

 

In Turkey, there is no direct equivalent to the UK’s Council Tax, but property owners must pay an annual property tax called Emlak Vergisi, along with a small Environmental Tax (waste collection). These are managed and collected by your local municipality rather than a central government.

 

  1. Annual Property Tax (Emlak Vergisi)

This is the closest equivalent to a council tax. It is calculated based on the property’s declared base value, which is determined by the local municipality and is generally lower than the actual market value.

Residential Property Rates: 0.1% inside non-metropolitan municipalities, and 0.2% inside metropolitan municipalities (e.g., Muğla/Fethiye, Istanbul).

Commercial Property Rates: 0.2% outside and 0.4% inside metropolitan municipalities.

Cultural Heritage Contribution: An additional 10% fee is calculated on top of your total property tax and goes toward preservation efforts.

 

  1. Environmental / Garbage Tax (Çevre Temizlik Vergisi)

This tax goes toward waste management and street cleaning. It is usually a small fixed amount that is either collected once or twice a year alongside your property tax, or occasionally billed directly on your water utility statements.

 

  1. Payment Schedule

Unlike the UK’s monthly council tax, Turkish property taxes are traditionally paid in two equal installments:

First Installment: Due between March 1 and May 31.

Second Installment: Due throughout the month of November.
(Note: You can also choose to pay the entire annual amount upfront during the first installment window).

 

  1. How to Pay

In Person: You can pay directly at the municipal tax office (Belediye) of your district (e.g. the Hisaronu or Fethiyea municipality offices) you need your Title Deed (Tapu) and your passport or Turkish ID.

Online: You can pay online via the national e-Devlet portal by searching for “Vergi Borç Sorgulama ve Ödeme” (Tax Debt Inquiry and Payment). Many municipalities (like Fethiye) also allow direct payment through their localized websites –https://tahsilat.fethiye.bel.tr/ 

Through Your Bank: You can typically process this payment via local Turkish banks (such as Ziraat Bank, Garanti, or İşbank) using your tax code or property reference number – SİCİL Number.

Direct Bank Transfer to the council – Bank Ziraat Bankasi, IBAN: TR18 0001 0002 0338 3241 6450 01, Name: Fethiye Belediyesi Tahsilat Servisi İletisim, the Sicil Number must be quoted as reference.
